Job Description Summary:
The Manager, Employment Operations, postures the College for outstanding talent acquisition and contributes to the overall advancement of the college community and its employer value. Reporting directly to the Human Resources Managing Director, this position manages the daily operations of the College's employee hiring, retention, and separation functions and ensures compliance with college guidelines and federal, state, and local regulations, including Equal Employment Opportunity (EEO).

Job Description:

Description of Duties & Tasks
  • Supervises, trains, coaches, directs, coordinates, and disciplines assigned staff while adhering to organizational human resource policies and procedures as well as related employment laws.
  • Manages the college's recruitment, orientation and onboarding processes.
  • Collaborates with management on employment-related areas
  • Responds to supervisors and internal/external applicant inquiries regarding employment opportunities, which may include job specifics, application process, and status of positions.
  • Develops, streamlines, updates, and distributes hiring guidelines for faculty and staff and provides training for employees participating on search committees.
  • Develops, updates, and may deliver compliance-related training regarding employment, equal opportunity, and employee relations as it relates to ACC policies and guidelines and government regulations in these areas.
  • Collects, reviews, and analyzes data; creates reports; makes recommendations to management on areas of concerns or improvement.
  • Acts as a liaison for the applicant tracking, employment, and EEO function with Information Systems for the district.
  • May actively recruit on behalf of the college and act as the employment representative for the college at various committees, conferences, or events.

Knowledge
  • Supervisory principles, practices, and methods.
  • Federal and state Equal Employment Opportunity laws and guidelines.
  • Principles, best practices, and trends in human resources and employment management.


Skills
  • Maintaining an established work schedule.
  • Effectively using interpersonal and communications skills including tact and diplomacy.
  • Effectively using organizational and planning skills with attention to detail and follow-through.
  • Leading and coordinating the activities of subordinate personnel.
  • Maintaining confidentiality of work-related information and materials.
  • Establishing and maintaining effective working relationships.
  • Motivating, developing, and directing people as they work, identifying the best people for the job.


Technology Skills
  • Use a variety of spreadsheet, word processing, database, and presentation software.
  • HRIS software skills. Workday experience strongly preferred.
  • Maintaining security and confidentiality of sensitive information.


Required Work Experience
  • Five years related work experience including one year supervisory experience.
  • Completion of the ACC Supervisor Certificate Series Program will satisfy the supervisory experience required for this position.


Preferred Work Experience
  • Experience in working in the employment or equal employment/relations arena in a higher education setting.


Required Education
  • Bachelor's degree.
  • High school diploma or equivalent and additional full-time directly related human resources experience may be substituted on an equivalent year-for-year basis.


Other Preferred Qualifications
  • Certified as HR Professional (PHR) or related certifications.
  • Knowledge of ACC Administrative rules, policies and procedures, Human Resources Employee Handbook, Human Resources Reference Guide, Employment and Compensation Information Guide, ACC's Faculty Qualification table, and federal and state regulations for employment and related websites.


Physical Requirements
  • Work is performed in a standard office or similar environment.
  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
  • Occasional lifting of objects up to 10 pounds.


Safety
  • Supervise safe operation of unit.
  • Facilitate safety inspections.
  • Take reasonable and prudent actions to eliminate identified hazards.
  • Ensure employees receive appropriate safety training and foster a workplace safety culture.
