Temporary Leave Replacement Payroll Specialist/Bookkeeper

QUALIFICATIONS:
• Three years of experience in all phases of Public School Payroll
• Proficient with numerical applications, record keeping, and bookkeeping
• Knowledge of social security, taxes, pension, and health benefits
• Computer proficiency in SYSTEMS 3000 and accounting/payroll software

PRIMARY FUNCTION:
•To achieve timely and accurate handling of all payroll matters and personnel business including health benefits
• To be well organized and flexible in setting priorities
• To be professional by working in a team environment and in dealing with payroll and benefits issues that arise with staff members

MAJOR DUTIES AND RESPONSIBILITIES:
Payroll
• Maintain current personnel information in Systems 3000 and update terminated employees
• Review and process vouchers for bi-weekly payroll to ensure timely payment of employees
• Process payroll bank transfers including agency and direct deposit for each pay
• Maintain stipend spreadsheet for payment according to contract and BOE minutes

Agency
• Make payments for various agency accounts (i.e. taxes, pensions, tax shelters, unions, health benefits, disability, garnishments)
• Submit for FICA reimbursement every pay period via DOENET and charge to the appropriate balance sheet.
• Reconcile and file all quarterly and annual reports (pension, 941, NJ Unemployment, State of NJ/PA, W2s) electronically or by mail.

Employee Benefits
• Meet with new employees to provide information, request necessary documents, and explain all benefits
• Serve as the Certifying Officer for Pensions, which involves enrolling new employees, and completing any retirement, withdrawal, or transfer forms
• Process all employee healthcare and dental changes including additions, deletions, life-changing events, dependents who age out, and COBRA
• Monthly review and payment of healthcare and dental bills.
• Maintain healthcare opt-out spreadsheet with appropriate documentation
• Complete various information requests on employees from State and Federal sources, insurance claims, credit approvals, etc.
• Handle incoming calls from employees with concerns about pay, pension, healthcare, etc.

Additional Duties
• Update and maintain current employee information on the PCR
• Assist SBA in calculating healthcare, overtime, part-time, and FICA projections for a future budget.
• Maintain all necessary payroll/personnel files and reports for annual audit.
• Assist with providing backup documentation for various grants
• Monthly Bank Reconciliations, Assist with Treasurer Reports, Cash Reports etc
• Maintain a spreadsheet of the monthly financials
• Perform any other duties or responsibilities that may be assigned by the Business Administrator/Board Secretary
