Job Description

The Director of Parking & Transportation is responsible for providing leadership, expertise, and management for the administration of Parking & Transportation, including directing and monitoring daily activities.

The director will work with campus stakeholders and others to develop and implement a strategic plan for the Department of Parking & Transportation utilizing best practices and innovative programs for parking management and for active transportation and transit-oriented transportation to, from and within the campus. As the campus continues to evolve, Parking & Transportation will play a pivotal role in how best to accommodate the campus community with addressing demand for and availability of parking, technology enhancements and traffic management.

The primary function of the unit is to provide an effective parking and transportation system in support of students, faculty, staff, and visitors.

Parking and Transportation is an auxiliary unit that covers its expenses and operations through revenue generation, largely through permit sales, meter revenue, events, and citations.

Parking and Transportation's annual budget is approximately $2 million.

Parking & Transportation Services maintains more than 3,800 parking spaces on or adjacent to campus in more than 60 lots and one multi-level underground garage.

When appropriate, the director will recommend changes and improvements for university parking, transportation, and vehicle operations consistent with university policy, the campus planning process, and in collaboration with campus partners and other stakeholders.

The director ensures that programs and services are actively communicated to campus constituents and visitors and that the department provides principled and excellent customer service.

The director engages routinely with members of the campus community—students, faculty, and staff—as well as visitors to the university, parents of students, city and regional community partners in the parking and transportation field, and colleagues in campus units such as MU Health Care, MU Police Department, Athletics, and Campus Planning and Facilities Management.

The director works as a member of a team while frequently performing tasks independently.

The director is expected to exchange ideas, share information, explain policies and procedures, and review ideas, information, and opinions with others to devise procedures and programs and/or arrive jointly at decisions, conclusions, or solutions.

The director is expected to set priorities and assess and respond to customer needs.

PRIMARY AREAS OF FUNCTIONALITY AND ACCOUNTABILITY

Provide daily leadership to management and support staff in all areas of operations.

Plan, develop, implement, and modify departmental programs, policies, services, and facilities to serve the university in a fiscally responsible manner.

Directs fiscal, business, IT, administrative, HR functions of unit.

Exercises oversight of budget and all financial affairs for an auxiliary operation requiring all revenue to be self-generated.

Makes recommendations for funding major maintenance/capital projects related to parking and transportation.

Oversight of the traffic planning/management component for the campus.

Collaborates with campus planners and decision-makers in developing a university parking and transportation system.

Supports campus planning initiatives with parking/transportation demand analysis and projections.

Responsible for identifying and deploying cost-effective technology solutions to increase efficiencies and respond to current customer needs for real-time parking and transportation information.

Oversees the management and maintenance of campus surface lots and garages; management of permit sales and distribution; directing enforcement and adjudications; and coordination of campus parking and vehicular and pedestrian traffic to promote campus safety and minimize traffic congestion.

Plan, develop, allocate, implement comprehensive, customer-centric large event programs (Hospital, Football, Basketball, Concerts, etc.) including lot utilization, permit distribution, ADA accommodations, transportation shuttles.

Responsible for maintaining a formal customer service program where a high level of service is ingrained with the department's culture and includes written goals and objectives and regular training.

Supports the university's goal of sustainability and design services, which place an emphasis on traffic demand management and development of alternative transportation options including participation in grant writing for federal, state, and local transportation grants and management of grants received. Works in partnership with the Director of Sustainability to develop joint programming.

Lead and participate in meetings and committees; correspond with students, faculty/staff, and external constituents.

Serves on various internal and external boards, committees, and task forces.

Required Knowledge, Skills, Abilities

Superior communication effectively skills both verbal and written.

Proven effective management skills related to supervising and developing a large and diverse staff.

Ability to coordinate multiple tasks, work efficiently and meet deadlines.

Ability to function in a collaborative and collegiate environment.

Extensive knowledge of parking, transit, and fleet operations, including technology aspects.

Knowledge of fiscal management, auditing, accounting, and ERP systems Knowledge of ADA laws and implementation practices related to parking.

Demonstrated problem solving skills.

Demonstrated public relation and conflict resolution skills.

Minimum Qualifications

Bachelor's degree or an equivalent combination of education and experience and at least 6 years of experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications

Degree concentration in business, transportation, engineering, planning, or related discipline is preferred.

Senior level management experience in a parking and transportation operation in an institution of higher education, health care, or municipality.

Experience with Oracle ERP, Banner, T2Flex, ScanNet, TIES network, camera system, e- commerce, web services or other technology.

Preferred Knowledge, Skills, Abilities

Knowledge of and experience with university policies, systems, and procedures.

Extensive knowledge of university parking, transit, and fleet operations, including technology aspects.

Anticipated Hiring Range

Salary Range: $76,279-$120,000 Annually
