Job Description Summary
Working in the Division of Human Resources, the Director of Staff and Labor Relations reports directly to the Executive Director of Human Resources, Staff and Labor Relations. The Director will be responsible for managing the day to day activities of HR professionals as well as an Administrative Assistant. Assist in the development of the department's strategic employee and labor relations program as well as the development and management of resource policies.

Job Description
The Director of Staff and Labor Relations will work closely with the Executive Director and under limited direction, responsible for assisting in the development, implementation and maintenance of a comprehensive employee and labor relations program. Manage and advise Staff and Labor Relations Specialists and Generalists in case management and decision making. Counsel staff and management on policies, procedures, and all work-related issues. Strategically work with staff (non-unionized and unionized negotiations and unionized) and management in resolving workplace conflict and concerns. Assist in development and implementation of strategic plans for labor negotiations and negotiate collective bargaining agreements. Assist in the management of staff and the daily operation of the department.


Responsibilities:
  • Assist in the management of the daily operations the Staff and Labor Relations Department and Supervise Staff and Labor Relations Specialist, Generalist, and Administrative Coordinator.
  • Work effectively with management and staff in resolving work related issues and concerns using informal and formal conflict resolution.
  • Administer University's comprehensive Performance Management, Workforce Staffing, Workplace Issue Resolution and other related programs, including progressive disciplinary, introductory, annual review, and ongoing feedback programs.
  • Conduct research in preparation for labor negotiations. Assist in the development of negotiations strategies. Lead or assist in labor negotiations.
  • Assist in the development, implementation, and monitoring of department's strategic plans and goals.
  • Develop and implement training programs, information sessions, and other communication methods to inform community about HR programs.
  • Review, modify, and develop human resource policies, procedures, and programs.
  • Office management and administrative duties


Qualifications:

Bachelor's Degree required and 7 to 10 years of Human Resources experience or Master's Degree and 5 to 7 years of Human Resource experience, including 3-5 years progressively responsible experience in employee and labor relations or equivalent combination of education and experience. Thorough knowledge of relevant federal, state, and local labor & employment laws, excellent written and verbal communications and interpersonal skills, demonstrated effective conflict resolution, facilitation, labor negotiation (preferably 1st chair) and consultation skills. Candidate will have demonstrated ability to effectively interact and work with persons at all levels in a diverse and inclusive workforce.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, as well as internal and market factors and grade profile.
