Duties: Reports to the Assistant Business Administrator; prepares and oversees a preschool budget of $18 million serving nine private providers (under ECPA rules and regulations); reviews provider budgets for DOE guidelines; approves provider quarterly expenditure reports for reimbursement; prepares provider payment schedule and distributes checks; reviews and reconciles student activity funds receipts/disbursements/bank accounts reconciliations; sets up new accounts; reviews all purchase orders for qualifying fixed asset purchases; sends copies of purchase orders to outside vendor for inclusion to yearly report; coordinates with vendor to verify current fixed asset listing; works with grants pertaining to: New Jersey Youth Corps, Inspira Medical; Family Friendly, Municipal Alliance, and Chapter 192/193; reviews and approves or denies requisitions; approves extra pay forms; approves financial status of employee hire and change requests; maintains associated spreadsheets; performs monthly disbursement adjustments to reclassify FICA and benefits; performs periodic drawdowns for expenditure reimbursement; files amendments; prepares final reports; closes grants at year end; files quarterly reports; prepares informational/statistical schedules for annual audit; performs miscellaneous financial projects as they arise.
Requirements: Bachelor’s degree in accounting. Fiscal Specialist role for Early Childhood Program Aid (ECPA) requires 21 accounting credits. Accounting employment experience. Strong computer literacy. Fundamental knowledge of federal and state grants. School accounting experience and familiarity with Systems 3000 software helpful.
